there appears to be a bug in the VTS import that
occurs in some but not all databases - it causes the counterbatches not to
be created - this happened in one of the 10+ databases I imported -
It manifests in the download screen and all the
Vote Centers are not listed and not accessible - Tab has fixed the
database in question - but be on the lookout
