Create test is not broken. You have a large number
of precincts and ballots. The logic is that ALL ballots in ALL precincts
with have the L&A test run on them. Therefor if the larges number of
candidates in a race is 13 (including write-ins) then each ballot will create
13*(13 + 1)/2 + 1 images = 92 images. If there are 412 precincts then you would
create 92*412 = 37904. NOTE: By precinct here we meen base precinct NOT
report precinct.
