Generate ballots 1.14.x

All of the 1.14 releases have a problem rotating ballots.  There was a seperate issue with rotating districts.  Even with precinct rotation though, if you reset artwork and then hit the rotate button, you find you have no ballots. 

 

This is now fixed and will be in 1.14.2 or 1.15.1.

 

This is my last official fix of the year.  I'll be in Vancouver for the rest of the millinium.  May your Christmas be merry, and your New Year be Y2K compliant.
