Humboldt County is using seq # and a cumulative
reportunit and the cards with report precincts in 1-14-4 produces no lists - is
this correct because of the sequence #s? I can get the needed info from
the Vote Centers with cards by id/label - but shouldn't I get some for the other
report as well?
