In GEMS 1.14.9, specifying column 2 on the ballot front Specify Column under Placement Options in the Header Editor sets a header to column 3 on the ballot front on a 3-column, 14" ballot. Specifying column 1 on the ballot back in the Header Editor sets the header to column 2 on the ballot back.
