In GEMS 1.16.1, entering a value in the Horiz Shift Box field under the Oval/Box tab in the Ballot Options window causes the race box but not the candidate text or voting ovals to be horizontally shifted. The Vert Shift Box field shifts the race box vertically as well as the voting ovals, but the candidates are shifted by the same amount again, which is erroneous.
