A
Force Re-Layout check box should be provided in the Voter Group Editor in case
revision of Row/Col values affects voting oval placement once ballots have
been layed out.
Actually, it should clobber the layout period; no
need for a force checkbox. Its like deleting a
candidate.
I have
a feeling that this is going to be too hard to do in practice, and that users
will just need to know better. We'll see.
