Ken -  I cannot add new candidates to races  in a database that was upgraded to 14 from 11 - I am getting it - it is in washoe - can you fix it so I can run on 1-14-13 when I get it?

Found it.  It was a bad 11->12 upgrade.  The root problem dates back to very old releases, which is not very surprising given that this is Iredale.  Tyler, I will fix it manually and mail you the database.
 
Anyone else dealing with databases that date back to the pre-11 era should watch out for this.  The 11->12 upgrade has been fixed in 1.16.1.5, but that won't help if you are already past 11.

Strange.  Works fine here.  Can you try loading your attached file into 1.14.13 and generating.  That is what I did.  If it is still broken let me know and I will look further.

No change to first two problems when creating race and generating ballots.  Also no change when deleting, re-creating and re-assigning report and base precincts which displayed the “Generated” message.

What happens if they enter a jurisdiction wide race and generate?

Attached is a database from Iredell County, NC.  When the Setup>Election screen is opened, then closed using “OK” (whether a change is made to the fields on that screen or not), GEMS gives an internal error.

 

Also, if one highlights a vote center on the tree view and attempts to look at the Card tab, GEMS gives an internal error.

 

Also, for some reason, three base precincts (5-1, 5-2, 5-3) in one report precinct (Coddle Creek 3) have a ballot status of Generated despite the fact that no races nor headers have been entered and no ballots generated.  Going to Artwork>Reset Artwork changes the ballot status to Not Generated, but this does not clear up the aforementioned two Internal Error problems.
