    You are correct when discussing paperless elections.  Therefore we will need to enhance the testing to check All ballots layed out for all paper precincts rather than removing the constraint.

For the record, as I explained to Nel and others, this is not a bug.  It is academic for now, but I trust you will be around to put this back the way it was designed when we support paperless elections.  For example Greg's manual only election idea, or early voting only AVTS elections.
In short, the user is allowed to proceed to election mode if there are no ballots to lay out.  This is a perfectly logical edge condition.

The All Ballots Generated now requires atleast one ballot to be generated to fix the empty set condition.
This will be in the next GEMS release.

The Status group box under the Ballots tab in the Election Options window displays erroneous information.  It is not clear why this tab is even present.  Can this information either be removed or corrected?
