Gems 1.17.3 - District Rotation for 1 race does not rotate at all

Using the Alameda
database here in Oakland, we have 1 Judges race that has 2 candidates, and is
rotated by District - Assembly Districts. However, within all the ballot
styles, the race does not rotate at all.
