Using Gems 1.17.4 & AVTS 3.13.3 for both Poll Book & Ballot Station.  I download disks to Ballot Station, then run Create Test and stop it around 1000 votes.  I then go to Poll Book and do a Load then Send, but get Bad Upload Header when trying to send the results to Gems.  When I go back to Poll Book 3.13.2, it works fine.
