Failure to open pre-election reports GEMS 1.17.5 with GEMSReport 1.17

When attempting to preview the following pre-election reports in GEMS
1.17.5.2 (and 1.17.7.5), a message appeared which said "Failed to open print
job file..." and the name of the .rpt file:
