RE: districts for races set to unassigned - 1-11-14

These are internal GEMS keys, not the ID field you see in the district editor.  Yes, that's a bit lame.  We should be logging the user visible ID, or maybe label or tag.  So in short no its not a problem.

Is that a default number?  Can the default Jurisdiction Wide district be numbered 0?  Will this cause problems if races are assigned to the Jurisdiction Wide district numbered 0?

According to the log, they were created that way...

06/12/01 07:19:47 User admin: Created Race (23): Id 220, Label SCHOOL BOARD, Type 1, Vote For 1, District 0, VGroup1 0, VGroup2 0.

etc etc...

District 0 is unassigned.

this happened today -  this database was being used for certification and from the log file I can see nowhere nor did I ever change the districts that were assigned to the races -  somehow - please let me know Ken or Tab how the races are suddenly now all unassigned.
