VTS Import is not operational in GEMS 1-11-14 (Certified in Florida) but is in GEMS 1-17-16.

GEMS 1-11-14.
The VTS import
(IMPORT button from "Connect to Database" screen) into GEMS 1-11-14 failed
with the following message:
"The changes you requested to the table were not
successful because they would create duplicate values in the index, primary key,
or relationship. Change the data in the field or fields that contain
duplicate data, remove the index, or redefined the index to permit duplicate
entries and try again."
For the purpose of
debugging, I've narrowed down the VTS files to the following
(attached):
1. district-db.d
2. pct-db.d
3. election-ctl.d
4. system.d
These same VTS files
does export into GEMS 1-17-16.
