RE: district rotation broken in 1-17-18

FYI, it was only out of curiosity that I even extracted the gbf.  I generally ignore "its broken" bugtracks.  From the posting rules.
 
Keep one or more toy databases you know worked in previous releases handy for testing. If a bug manifests itself in one database but not another, determine what settings trigger the problem by comparing the differences between the database that works and the one that doesn’t. Start with the working database and then make changes until it breaks.
Had you done this, I am sure you would have found that it "breaks" when you add a race with voter group 2 set to a voter group with "rotate ballots" unchecked.

and Julie in SLO cannot get rotation by district either - is it in the setup??
