Its a very good question.
 
There is a lame 10 party limit on the AccuVote that has existed for as many years.  Its a hard coded thing that can't be fixed without a memory card format change.
 
We are however in the middle of 1.96.3 testing.  We can't make it dynamic without major surgery, but Its trivial to bump the limit from 10 to 32.  We'll make it so for 1.96.3-final.

Greg, there are 14 VGroups defined in the database,  but we can download no more than 10.
GEMS-1-18-8 will have more informative error message.

Get this error when trying to queue the Vote Centre.  Gone over the candidates several times without success.  Don't know where else to check.
