The City of Ottawa's server will not send to Earthlink.  Ottawa says it's a bug on earthlink's side.
 
GEMS-1-17-7 database sent to nel@dieboldes.com in Vancouver from Ottawa for communication back to gfglobal@earthlink.net in Toronto.
I am using GEMS-1-18-8 and I do not know what version Nel is using.
 
The election date started out as Thursday, January 17, 2002 in Ottawa.  The same database registers as Friday, January 18, 2002 in Toronto. 
 
Ottawa has two databases, one copied from the other, and both dates show Thursday, January 17, 2002.
 
What happened when it went over the mountain and back??
