GEMS 1-17-20 erroneous voter group 2 ballots



Robert Chen has reported the following problem:

 

A database is defined with multiple partisan voter groups as well as Republican and Democrat Absentee/NonAbsentee voter groups, used to achieve the California decline-to-state requirement in San Luis Obispo.  Several races are defined with 'In District' rotation.  Races 121-124 are defined with both voter group 1 and 2 set to Republican, and race 130 is defined with both voter group 1 and 2 set to Democrat.

 

Ballot artwork and ballot rotations are generated.  Many ballots are created with either Republican or Democrat voter group 2, erroneously set to correspond to partisan voter groups of other parties.  For example, ballot 3 corresponds to Democrat voter group 1 and Republican voter group 2, which should not be possible according to the election configuration.
