The problem was that the export Id's had dashes
in them. This has been fixed and will be in VCProgrammer 4.1.2

Using
VCProgrammer 4-1-1 in Johnson County, KS last Thursday, Jan.
3rd. After
creating the Voter Card Export file from GEMS, and using the Manual mode
in VCProgrammer 4-1-1. We
were unable to create Voter Cards for split precincts. You could see and choose the split
precincts, however, the Create Card button was always grayed out. You could create Voter Cards for
no split precincts. Attached
is the database that was used.
