VCProgrammer is not automatically selecting the party code
definition. That appears to be one issue.
Note that when a Decline to State (NP) voter is at the
counter, and wants to get a democrat ballot, the person using vcprogrammer will
need to be able to deselect the party and then reselect another
party.
Presently I don't see how they do that.
