GEMS 1-17-21: Base Precinct IDs are not unique within a report precinct.

When adding a new base precinct, its assigned base precinct ID does not automatically increment.  

 

For example,

    Report Precinct CON 101-01 has the following base precincts:

        SG001-01    1-10

        SG002-01    1-20

        ES001-01    1-30    

        SG003-00    1-30

        SG002-02    1-30

        SG003-01    1-30

        ES001-00    1-40
