I'm taking this to bugtrack since some bugs have been reported in this e-mail.
 
 
OK.  I now have a vague idea of the report format.  Based on review with Dmitry I believe the following are bugs:
 
1. Cards column should equal ballot column, given this was a single card per voter election.
This is not a problem with the report, this is how cards-ballots related in the placer's database. 
 
2. The Voters column does not add correctly on a TOTAL TOTAL ROW.
This is fixed and will be in GEMS-1-17-23.
 
3. The polling vs absentee sections do not have the same format.  See last nine rows of absentee (this is OK) and
    note how this is not reflected above for polling.
This is fixed as well, GEMS-1-17-23 will not display counter group totals breaking by VGroup if there is only one VGroup record for District/Reportunit.

Unless I'm mistaken, if the bottom nine lines were replicated for the polling category, the report would work for the counties.  That is they are trying to see how many cards were cast by party in each precinct.  If this were done, I think you could leave off the
VGroup2 colum altogether, fix the Cards/Ballots column, Fix the Voters totals lines and you'd have a usable report.  I think this would reduce the existing 32 line report to 18 lines plus the final totals line (for the precinct in question).  This may not work in written form very well.

If it turns out there is a “better” way to present all of this information, post it a follow up and we’ll see what we can do for some future release.  The report wasn’t obvious to me either when I looked at your screen shot.

The cards cast report does not seem to be any different between versions.  I
installed the newest report set.  Maybe it has to do with the way we have
our counter groups  setup?  Having a separate counter group for the Rep NP.
I sent a scanned copy of the report, cards cast.tif.  It should open with
standard image viewing software (imagevue) that comes with windows.  It is
in the accessories folder.
