RE: Recalled candidate name(s) playing after unvoted Recall Race

Which is why it’s a flag in 1.18 GEMS.  If you unclick “play all candidates” in the 1.18 AVTS setup dialog, it won’t play candidates that can’t be voted.  Florida has a requirement that all candidates be played, presumably so the voter has the opportunity to hear what they are missing.

Be careful here.  Not all states have the same re-call logic.  They differ from state to state.

Ballot Station 4-1-11-0

GEMS 1-17-17

If a Recall Race is unvoted the Recalled Race candidate names should not be played and candidate navigation should be suppressed.

"This recalled race cannot be voted"

-"candidate name"   don't play name.

-"To advance to the next candidate press 6"    don't play candidate navigation.

"To return to the previous race press 4"

+"To cast your ballot press 9" add ballot cast prompt.
