BAD TSText.txt file with GEMSIS 1.18.1 install

The TSText.txt file that is installed in the ..\GEMS\TSText\ directory is
truncated.  There is no download error but the Touchscreen gives a language
dialogue error when it tries to bring up the language selection screen for a
multi-lingual ballot.

Once I replaced the TSText.txt file with another version, the problem went
away.

I haven't checked them all but the following TSText downloads seem to be
fine:
