Tree View Headings - display a + sign beside all headings even when there are no subcategories or listings below the heading

There is a + sign displayed beside each of the categories in the tree view,
even when there are no listings under the category. The + sign should only
be displayed when there are subcategories.
STEPS TO REPRODUCE:
- Create a brand new database
- In the tree view you will notice that there is a + sign beside each of
the categories (District, Report Precinct, Base Precinct, Races, Headers
etc.) even though there are no subcategories or listings under those
headings.
