If I am not mistaken, the "Art. Seq" field controls the sequence on the layout, while the "Report Seq" serves as what the "Seq" used to do.

Race 20 in the attached database is defined with three cross-endorsed candidates.  The race is defined with the 'Cross-endorse on ballot once' check box not selected.

 

Even though cross-endorsements of candidates 10 and 30 are defined contiguously in the Race Editor, they do not appear in sequence on the ballot.  Non cross-endorsed candidates 40, 50, 60 and 70 do not appear on the ballot, instead, 'Candidate 40', 'Candidate 50', 'Candidate 60' and 'Candidate 150' appear.
