GEMS-1-18-10 will also display an error message if there is no ballots found for the challenge VCenter in ChallengeBoard dialog.

The reason why you getting this error is because there is no report precinct assigned to the challenge vote center in the database you are using. If you create report precinct for the challenge voter center, you will not receive this error.
