for AVTS counters

The list of cards displayed in the manual entry
screen is incorrect when a reportunit has multiple counter groups counted by
both AVTS and AVOS devices.
It appears as though both the 'cards' and the
'ballots' are shown. This is most obvious when the ballot Id's do not
match the card Id's as is shown in the attached database.
Also the 'Card' tab should display 'Ballot' when
the count method is AVOS.
