Set voter card id to 0 by default when opening up the "Create Voter Card".
Reset id to 0 when unchecking the "Challenge" check box.

 

The fix will be in BS 4-3-6.

The first time you create a voter card the id defaults to '1.'  After that, it defaults to 0 for all other cards.  The id should always be set to 0 unless you specify a challenged voter
