In the attached database VGroup2 is specified for the absentee counter group and also VGroup2 specified for the race "Race 90 - Test Absentee"  that is why you see <N.P. - Absentee> in Create Card dialog.

An Election is defined with a non-cumulative absentee group, with a corresponding absentee vote center category.  A polling vote center is downloaded to TS and in the 'Create Voter Cards' screen the administrator is offered a selection of <NP> and <NP - Absentee>  the later entry is erroneous. 

 

The election is configured with polling and absentee 'Absentee\Nonabsentee' voter groups.  The above problem occurs when polling and counter group is not linked to the corresponding voter group.  Creating the linkage eliminates the problem.  However,  inappropriate counter group-voter group linkages should not account for the erroneous voter group information displayed on the Ballot Station.
