From GEMS 1-18-11, we will set the default ballot text to "Header", "Race" and "Candidate", regardless of language selected.

Japanese (1035) and French (1036) default race and candidate ballot text is incongruous.  Japanese appears as hackneyed French, and French appears with the text 'Japanese' appended.
