The GEMS 1-18-10 readme contains the following entry with respect to the bug fix.

Added warning message: “Warning: You are about to delete registration totals for <Voter Group>”.  Message appears when deleting a Voter Group that has not been associated with Candidates or Races, but for which voter registration totals have been defined.

Howevever, this message also appears when attempting to delete a voter group not associated with candidates or races, for which no voter registration amounts have been defined.

A confirmation message is displayed if a partisan voter group's Track Registration check box is re-set, but not if the same voter group is deleted.  The same message should also be displayed upon voter group deletion if registration amounts have been defined for the voter group.
