The base precinct id in "Vote Centers With Cards By
ID" is now correctly shown. The fix will be in 1.18 series of GEMS
Reports.
The "Vote Centers With Cards By Label" shows 0 for
all base precincts because this is what in the database. If I have missed
something, please tell me. Otherwise the bug is closed.
