This RCR is fairly high on the priority list, not so much because of
California per-se, but because the request is similar to some requirements
in Minnesota, Alabama, and Alaska.  Something should be ready for
consumption in June if all things are equal.

Your SOVC request is a bit frightful, but it has come up in another guise
before.  Alaska's old "partial count" reports used to show multiple counter
groups on the same SOVC report.  What is with these fruit-and-nut states
anyway?

The report changes will probably come more slowly than the counting changes
(we can't even count like this currently).  After we have the counting
complete and you guys have tried it out, it would probably be worth
re-submitting an RCR for specific report changes you would like.  I would
like to find some common ground between California and other states rather
than maintain a suite of SOVC options just for them.
