I suspect the counter groups would be displayed as rows rather than columns, but I have no strong feelings either way.
 
I believe their old SOVC had the "row" concept in use something like:

Do we need this feature this year, or can it wait for the 2000 primaries? 
 
I believe we can get by for Nov. of this year and can wait for the 2000 primary, but must have in primary which is March 2000.  This should help with your scope of work issue. 
 
My concern remains regarding schedule as well.  I see us in some trouble if we don't begin ROM swapout by Dec.99 due to vacations, Christmas, and the fact that once January hits people will be swamped, and that actual voting for March election will begin 29 days prior to March 7 or Feb 7.  This means testing on ballots has to be done by Jan 23 or so.  Am I way off on this??
