an interesting feature. Perhaps doing it by field isn't such a bad idea
after all. Which account wanted it like that? Why is the Votes Cast
behavior not consistent with Ballots Cast?
Practical
question: How does Illinois want to report their percents? By vote
or ballot? Perhaps GEMS already has the behavior they
want.
