Due to language requirements, Fresno will be using 2 18 inch cards per
ballot. Since GEMS currently reports voter turnout using the total
cards cast, they are keen that that the turnout stats be modified to give
a reasonable representation of the true voter turnout. This would
be the minimum voter turnout for the cards cast computed as the sum of
the maximum of the cards cast for each ballot possibly adjusted for cards
shared between ballots.
