4.    Download the "Vote Center" name to the memory card instead of the election title. 
To my knowledge, VTS did not provide this.  The 1.95 ROMs provide this feature, as will the upcoming 2.0 release.  They should probably wait for the 2.0 release since we are trying to limit 1.95 to Minnisota. 
 
One way they might have done this under VTS would be to keep changing the election title after each download.  Is that what they did?  GEMS protects memory card integrity, so this is not possible, and besides that changing the election title every download is a nasty hack (try that in King).
 
This item appears to be state mandated, so we need to deal with it on way or another.  2.0 is not ready.  That leaves:
  • Use 1.95.
  • Add some GEMS flags to make download send the vcenter/pct instead of the election title to the 1.94 AV. 
I would really rather not add the flags to GEMS:  this is an AV issue and it has already been solved properly with 1.95.  At the same time I am sure GBS is not going to be thrilled with a ROM upgrade. 
 
My suggestion is for them to upgrade to 1.95.  We can't control state mandates.  If we must follow them, we shouldn't cruft up GEMS in the process if there is any other way.
