RE: Merging of El Paso results



Not too surprisingly, the punch positions are not unique to a candidate in El Paso's upcoming election.  El Paso's precinct committee officers share punch positions.
 
This case can be handled by taking advantage of the fact that candidates are still unique to positions within a precinct.   
 
Well, turns out not even this is the case.  The punch positions are shared between parties in a primary.  Puch position 32 is GARY BAUER for republicans and BILL VANCE for democrats in precinct 0143.  Furthermore, the BRC reports are separate for democrats and republicans -- there is not a consolidated report to import all results.
 
I have changed the BRC import function to respect the filter set of the vote center that is being imported.  El Paso will need to set up two vcenters under the election day category, both containing all precincts.  Call one election day democrat and the other election day republican, and set the filter set for the vcenters respectfully.
