RE: AVTS - PA Certification - Straight Party Voting
For sure the Exclusive. But maybe the Additive might be used when there
are multiple votes for a race. I will have to check with Marketing, and
see if the Additive applies for Pennsylvania. I will also ask Marketing to
check with the Pennsylvania State Board of Elections to find out for sure,
so we are not missing any thing.

There are four rules currently in GEMS.
Exclusive: apply SP only if race is blank
Combined: apply SP, which might result in overvote
Additive: apply SP only if it won't result in overvote
Supplemental: apply SP, low man on totem gets the shaft
