The names of the report precincts listed under the heading "Precincts Not Yet Reporting" would be sufficient.

Okay. This has been requested in other guises before. The only real challenge here is that the list becomes unmanageable in even moderate sized counties. It would take a dozen pages to list the "precincts not yet reporting" for King. Let us kick around the details for a bit, and we'll post a follow up.
