VIBS RCR for Ballot Font Size & Keyboard interface

I am submitting this RCR on behalf of Mickey Martin:

Provide an option for the visually impaired to allow the AVTS to increase
the font size.  This is for the visually impaired folks that have some
limited site capabilities.  A larger font would allow them to vote without
the use of the voice headset.

The second portion is a request to allow other disabled persons to use the
system by having the smart card indicate that the person will use a keyboard
to vote, by arrowing down the page instead of using the touch screen.
