Fixes/Changes to Result Server, Cal SOS upload, Summary Report



Jurisdictions: Pima AZ, all of California, perhaps King WA.
Change Requested: Improve/Change the Result Server, Cal SOS export and
Summary Report to reduce the time it takes to generate the reports (over 1
hour in Santa Barbara's case with the SOS upload).  Once these reports are
generating, they can impair or lockup the GEMS database.
Date Needed: ASAP because of the large change and testing required.

Pima County reported a GEMS and Result Server application lockup during
their recent primary election (yesterday).  They tried to print a Election
Summary Report while the Result Server was running (because of their large
database it takes about 1 minute to generate the results) and could not
print.  They then reported that the Result Server stopped responding.  They
exited GEMS and could not reload their database because Result Server was
still running.  Task Manager's process window showed another GEMS process
running which they had to end before they could restart their GEMS database.

Pima County is running an older version of GEMS; 1.11.x, probably using
different code from the GEMS 1.14.x series used in the California Primary.
However they will need a fix for November and running the new code would a
problem since they traditionally have had larger databases than Fresno,
Santa Barbara and San Luis Obispo.

Pima County's staff is extremely competent if we can get a fix quickly, I
can get them to upgrade and test the GEMS 1.17.x series (which is untested
by election and will run all of California in November, including LA and
Alameda).

I have copies of Pima and Santa Barbara's primary databases, including vote
totals if needed.
