I think we would have to go with full rich text attachments for precincts (and probably by extension districts) to do this. Trying to deal with control character hacks all over the place would make a serious mess. Going to rich text would be a big deal, and probably not worth it without some other application for the change.
What is the motivation here? Perhaps we can solve the problem another way. Give an example. Is it just formatting?
