Just to weigh in briefly, the split text stuff done for Mahoning in December should help here.  You don't (or shouldn't) need to fall back to one column.  This is not the end of the world.

This will be supported in the new AVTS unit. It will support the same layout options and the paper ballot. Therefore you will be able to specify that the question requires 3 columns on a 3 column ballot.
