RE: AVOS and GEMS support for 17" cards

That is harder for a number of esoteric reasons having to do with the read head and firmware design.  'Course anything is possible, but its not a straightforward change.

For one-sided ballots, the best solution right now would be to start selling "ballot shells" just like ES&S.  Basically, get Spectrum to print and stock paper with timing marks and some magic election identifier.  Small sites buy the shells from us, and just print the fronts.  It would take a little support in GEMS for the magic identifier, but its not a big deal.  This has all been brought up in the past, but at the end of the day no one has gone forward with the idea.

What about a feature to be able to read a ballot that only has the front printed.  There are alot of small elections that only use the front side of the ballot, but currently we have to print the back side also, in order for the AccuVote to be able to read the ballot.

We currently lack a ballot on demand printer that is capable of handling 18" ballots, but all printers of this class can handle 17".  17" ballots are a nice feature in their own right, being a standard paper size and all.  So, the request is to add support for 17" ballots in GEMS and AVOS.

This change requires a firmware change which we will slip into 1.96.  Support within GEMS artwork generation will follow, though there is no set schedule on this yet.  The important this right now is to get the release into the firmware so we don't miss the AVOS certification window.  If you have an account that would like to use 17" ballots for whatever reason, give us some warning and we'll do the GEMS update.  The changes required to GEMS are trivial and mechanical.
