RE: GEMS administrative report naming changes

The motivation for this request is to move all of all product user
interfaces, documentation, et al into a common and standard nomenclature.
For example, our voting hardware is refered to as AccuVote-OS and
AccuVote-TS.  All references to these devices should from now on be correct
and consistent in their designation, or at least to the best of our
abilities.
