R6 does not accept 128K smart cards

I have found that the R6 unit will not accept 128 K smart cards using the
4.0.0.7 ballot station.

When a 128K card is tried the R6 unit responds with a communication error.
This happens with manager and voter cards.
64K and 4K cards work fine.
