No, it is just a little misleading.   Why allow a user to enter into these fields if it's not going to make a bit of difference?

Easy enough.  But is it really hurting anyone the way it is?  I can imagine using the registered write in RTF for weirdo purposes in the future, like listing them in the write-in dialog on the touch screen.  In short, does leaving it enabled have some downside I am missing?

ENTERING REGISTERED WRITE-INs.
 
Suggest disabling the Language Combobox plus RTF Editor if and only if Candiate type = "Registered Write-in" since these fields are not applicable for registred write-ins.
