Yes, Jeff, you would be correct. They want to be able to print the serial
numbers on the ballots.

I believe that Rodney is talking about the printing of ballots from a laser
printer at the County location.  Which does not have stubs, only the
ballots.  Is this right Rodney???

The BOD application that we have been running in King County since 1998 does
put serial numbers on the ballots (or stubs) along with a variety of
optional data.  It requires that GEMS output all artwork (for the particular
election) at the outset.  The application also will optionally connect the
ballot serial number to a voter.  Hope this helps in your process.
